Problem: Water outages and issues

Suggested challenge: When there are water outages, leakages, etc in the water supply system, there is no way for citizens to directly and quickly report such issues.

Insights: Mobile phones are an ideal tool to be utilized here, maybe by setting up an interactive SMS system for ease.
