Problem: Reporting children not enrolled in schools

Suggested Challenge:
Government has started initiatives to enroll children in schools. However there is limited information available of the children who are still not going to school at all (i.e. doing child labor etc). We need a way for citizens to report children which are still out of school so that the government knows where to target its resources and efforts to solve this problem.

Insights:
As an example, following form is provided on Pennsylvania govt website to report child labor (our challenge is broader than only child labor, the URL being provided to give an idea):
